‘Black’ sites jump to 10,000: who decides?

Banned ‘black’ websites will suddenly jump from the current 1300 to more than 10,000 when Communication Minister Conroy’s proposed mandatory filtering system slows down Australia’s internet access before in trials starting before Christmas. But who will decide what is ‘black’? The figure is revealed in answers to questions in Parliament.

The Government is proposing to introduce mandatory internet censorship. Experts believe that the proposed filter will do little to protect users from accessing illegal material, but will potentially slow down the internet.
